2. Labor Safety and Health Management

To maintain a safe construction environment, all exhibitors and their contracted decorators must strictly comply with the Labor Safety and Health Act and relevant regulations. All work must be conducted in accordance with the following standards:

2.1. Training and Worksite Inspection

  1. All construction personnel (including supervisors, workers, assistants, and subcontractors) must complete training in accordance with the Labor Safety and Health Education and Training Regulations before commencing work.

  2. Self-inspection must be performed daily before starting work, and proper records must be maintained for future reference.

2.2. Special Operations and Equipment Usage

  1. Personnel operating hazardous or specialized machinery (such as mobile cranes, forklifts, hoists, boilers, etc.) must hold valid operator licenses.

  2. For high-voltage electrical work, elevated work, or hot work involving open flames, prior application and approval are required.

  3. Structures such as video walls or suspended elements must be equipped with complete anti-tipping systems (e.g., side brackets, fixed steel cables, nylon ropes, reinforced bases). For any work conducted 2 meters or higher, a secure working platform, treads, and safety harnesses must be used. For work above 3.8 meters, additional fall protection systems such as anchored lifelines must be installed.

2.3. Elevated Work and Platform Requirements

  1. Construction platforms and scaffolding above 5 meters must be designed by a qualified engineer or professional designer, based on maximum expected load.

  2. Areas with a height difference of over 1.5 meters must be equipped with compliant safe access equipment.

  3. For edges and openings 2 meters or more above ground level (including catwalks), guardrails, covers, safety nets, or harness systems must be implemented.

  4. Any work conducted at a height of 2 meters or more requires approved platforms or scaffolding.

2.4. Equipment and Personnel Operation Restrictions

  1. Step ladders must meet safety standards: solid structure, free of damage or corrosion, with angles less than 75 degrees, and properly secured with cross ties and stable footing.

  2. Standing on forklift forks during operation is strictly prohibited.

  3. The use of flame effects, pyrotechnics, live fire, or any special effects involving fire must be approved in writing by the venue in advance.

2.5. Aisle and Space Management

  1. No exhibit or decoration (including lighting, audio equipment, stages, props, wreaths, etc.) may obstruct fire safety equipment, evacuation routes, or emergency signage.

  2. If construction interferes with pedestrian flow, barriers, warning lights, or clear signage must be installed.

2.6. Venue Management and Cleanliness

  1. Public areas outside the venue may not be used for construction. Floors in construction and material storage areas must be covered with protective padding, and the use of steel nails is strictly prohibited.

  2. All woodworking must be pre-fabricated off-site. On-site cutting, shaping, or processing is not allowed.

  3. The use of chainsaws, spray paint, and welding tools is strictly prohibited inside the venue.

  4. Only water-based paint may be used, and painting must be performed over PVC padding.Leftover paint must not be disposed of in sinks or toilets. All cleaning of tools and materials must be done in designated washing areas. Violators will be held liable for all cleanup and compensation costs.

2.7. Safety Responsibility and Supervision

  1. Each exhibitor must assign a dedicated on-site supervisor during construction and may not leave the post unattended.

  2. If failure to implement protective measures or violations of safety regulations result in injuries or equipment damage, the exhibitor shall bear full legal and compensation responsibility.

  3. If the construction involves excessive dust, sparks, volatile organic compounds, or any risk of triggering the fire alarm system, the exhibitor must apply in advance for temporary fire system isolation and rigorously control risks during operation.
